TALLINN, ESTONIA

EU/EEA Citizens

EU/EEA citizens staying in Estonia longer than three months must register themselves as citizens of Tallinn within three months from the date of entering Estonia and apply for the Estonian identity card (ID-card). Please read here.

Non-EU/EEA Citizens

Visa Requirements

Some students will need to apply for a visa to enter Estonia. A list of non-EU/EEA nationals who do not require a visa to enter Estonia can be found here.

Estonian D-Visa:

  • Processing time: Approximately 5-7 business days
  • Valid for duration of stay in Estonia
  • Cost: €120+
  • Limitation: Will still require Finnish TRP application later for full program mobility

Estonian TRP:

  • Processing time: At least one month
  • Important limitation: Appointment availability in Estonia is extremely limited (no available dates may extend months in advance)
  • Post-study work period: 270 days to find employment

Important: Estonia does not have visa consulates in every country. Students may need to travel to another country for their visa appointment. Plan accordingly and apply well ahead of the program start date.

Student Registration in Estonia

After arrival, all students must:

  1. Register for Estonian ID code (Isikukood): Book an appointment at www.workinestonia.com with the International House. The process takes approximately 15 minutes.
  2. Use Isikukood for: Bank account opening, Tallinn travel card (Ühiskaart), and other services
  3. Bank account: Easier to open with Estonian TRP; possible with D-visa if student status is confirmed (to avoid €200 opening fee)

Required Documents for Visa Application

  • Unconditional acceptance letter from Tallinn University
  • Proof of accommodation (dormitory confirmation or rental agreement)
  • Comprehensive health insurance (provided to all students by AISS)
  • Financial statement
  • Valid passport
  • Completed visa application form

PORTO, PORTUGAL

Visa Requirements

The visa application process for Portugal is quite slow and would require extra time. Information regarding visa guidelines can be found on the Portuguese Ministry of Foreign Affairs portal:

Important Update for Finnish TRP Holders

Students holding a Finnish Temporary Residence Permit can study in Portugal for the required semester without applying for a separate Portuguese visa or TRP. Students must:

  1. Visit Portuguese Immigration (AIMA)
  2. Notify authorities of Finnish TRP possession
  3. Pay approximately €30 registration fee

This applies to long-stay visas from certain EU countries. Students should verify their TRP meets the requirements before travel.

TAMPERE, FINLAND

EU/EEA/EFTA Citizens (Registration of Right of Residence)

EU and EEA nationals and non-EU nationals with comparable status (EFTA countries) do not need a residence permit before arrival. However, as students will be staying in Finland for over three months, they must register their right of residence within three months of arrival with the Finnish Immigration Service (Migri).

Note: Citizens of Nordic countries register their right of residence at the Digital and Population Data Services Agency.

Non-EU/EEA/EFTA Citizens (Residence Permit for Studies)

Students from non-EU/EEA/EFTA countries need a residence permit for studies to stay in Finland for 90 days or longer. The residence permit allows students to live, stay, and travel in Finland and to leave and re-enter the country during its validity.

Application Process:

  1. Apply online for the first residence permit
  2. Visit a Finnish mission (embassy, consulate) in person for biometric data submission and interview (appointment mandatory)
  3. Provide financial statement demonstrating sufficient funds
  4. Attach comprehensive health insurance coverage

Important Considerations:

  • Ensure passport validity for the entire study period
  • Finnish TRP offers extended post-study work rights (2 years to find employment)
  • Allows family reunification once obtained
  • Note: Acceptance letter from Tampere University is required (typically issued 3 weeks after program start in Tallinn)
